Air Compliance Testing Inc. Relocates to Brecksville

The company received an economic incentive agreement from the city during the City Council meeting last week.

Another business has made Brecksville its home – and the president hopes to expand and create jobs for the city.

“The goal is to keep growing and add employees,” said Philip J. Billick, president of Air Compliance Testing, Inc.

Air Compliance Testing measures air pollution, primarily checking to see if industrial facilities are in compliance with the EPA, Billick said.

The company moved from Valley View to its new office on 10060 Brecksville Road in October, Billick said. The company technically got its start in a Brecksville basement in 1993, so it’s a bit like coming home. Billick is also a resident of the city, and the location was close to major highways, which was good for traveling to different facilities.

And, as an added bonus, the company received an economic incentive agreement from the city during .

The agreement requires Air Compliance Testing to maintain a minimum payroll of at least $1 million for the first 10 years in its new location, said Law Director David J. Matty. In exchange, the city will give the company up to $75,000 for relocation and start-up expenses.

If Air Compliance falls short on its side of the deal by failing to meet the minimum or leaving the area, they’ll have to pay the city back, Matty said. They would owe the full amount if the agreement was broken during the first seven years, with lesser amounts due after that.

The city has provided similar agreements in the past, Matty said. This agreement was a bit unique because it covers both Air Compliance Testing Inc. and PB Properties Ltd., both owned by Billick.

Billick purchased the building Air Compliance Testing is operating out of, and said there is extra space for future expansion or to lease to tenants.

Billick said the company, which currently has 18 employees, plans to add one employee each year for the next five years. The company is .
